The reference time for assigning operations.
Operations are assigned on the future side of the assignment start time.
Operations are assigned between the assignment start time and the assignment end time.
This is often set to the same time as the scheduling basis time, but when frozen time period is to be used, it is sometimes set to the freeze period end time.
